Parliament on Thursday passed the Andhra Pradesh Reorganisation (Amendment) Bill, 2026, officially recognising Amaravati as the state’s permanent capital with the Rajya Sabha giving its nod to it with a voice vote. The Lok Sabha passed the said bill on Wednesday. Vice President C.P. Radhakrishnan congratulates the people on the new capital - Amaravati.

The bill, tabled by MoS Home Nityanand Rai, comes after the Andhra Pradesh Legislative Assembly passed a resolution on March 28 requesting an amendment to Section 5 of the 2014 Reorganisation Act.The amendment legally cements Amaravati’s position, preventing future changes and ending nearly a decade of ambiguity over the state capital since Andhra Pradesh’s bifurcation.
Yerram Venkata Subba Reddy, YSRCP, opposed the Bill in present form because it does not address the problems faced by the thousands of farmers who gave away their land and are yet to receive compensation. He questioned the definition of capital and the basis of the Bill to make Amaravati the capital of Andhra Pradesh.
Minister of Civil Aviation, Kinjarapu Rammohan Naidu, says that the opposition had different stands about the bill to make Amaravati the permanent capital of Andhra Pradesh. “If a person at the helm of state affairs makes irresponsible statements, what is going to be the future of the State,” he asks.
The legislation ends years of uncertainty over the state capital. Under the 2014 Act, Hyderabad was to serve as the common capital for Telangana and Andhra Pradesh for a transitional period of up to ten years. The amendment clarifies that Amaravati will succeed Hyderabad as Andhra Pradesh’s capital, effective retrospectively from June 2, 2024, covering all areas notified under the Andhra Pradesh Capital Region Development Authority Act, 2014.The bill also fulfils a longstanding promise of TDP chief and former CM N Chandrababu Naidu, who first announced Amaravati as the capital in 2015. Despite the YSR Congress government’s push for a three-capital plan after 2019, Naidu’s return to power in 2024 reaffirmed Amaravati’s status, prompting the assembly to seek statutory clarity.
