Prime Minister Narendra Modi on Friday inaugurated the newly built ‘Seva Teerth’ complex, which will now house the Prime Minister’s Office (PMO), marking a major shift in India’s administrative architecture.The state-of-the-art complex also accommodates the National Security Council Secretariat and the Cabinet Secretariat, bringing together key arms of governance under one roof. With this move, the PMO will shift from its long-standing location in South Block on Raisina Hill to the newly developed Seva Teerth premises.At the ceremony, the Prime Minister unveiled the plaque bearing the name ‘Seva Teerth’ inscribed in Devanagari script. Below it is the motto ‘Nagrik Devo Bhava’ (citizen is akin to God), underlining the government’s emphasis on citizen-centric governance.

The new complex has been designed in accordance with 4-Star GRIHA (Green Rating for Integrated Habitat Assessment) standards. It incorporates renewable energy systems, water conservation measures, and digitally integrated office infrastructure aimed at enhancing efficiency and sustainability.Housing and Urban Affairs Minister Manohar Lal Khattar, Minister of State in the PMO Jitendra Singh, and senior officials were present at the inauguration ceremony.According to a statement from the PMO, the inauguration marks a transformative milestone in India’s governance framework and reflects the Prime Minister’s commitment to building a modern, efficient, accessible and citizen-focused administrative ecosystem.
For decades, several key government offices functioned from ageing and fragmented infrastructure across multiple locations in the Central Vista area. This dispersion led to coordination challenges, operational inefficiencies, rising maintenance costs and less-than-optimal working environments.The new complex addresses these concerns by consolidating core administrative functions within modern, future-ready facilities designed to improve collaboration and streamline decision-making.Officials noted that since 2014, the government has taken steps to move away from symbols associated with India’s colonial past. The renaming of Rajpath as Kartavya Path, Central Secretariat buildings as Kartavya Bhawan, and Race Course Road as Lok Kalyan Marg are part of this broader effort.In the same spirit, the Prime Minister’s Office will now function from ‘Seva Teerth,’ symbolically reinforcing the ethos of service in governance.The inauguration of the new complex signals a significant restructuring of India’s administrative core, aimed at aligning infrastructure with the demands of a rapidly evolving governance landscape.
