Finance Minister Nirmala Sitharaman on Wednesday hit back at Congress leader Rahul Gandhi, saying that the Congress govt surrendered before WTO and sold poor, farmers. Replying to the Budget debate in Lok Sabha, Sitharaman said while the headline capital expenditure stands at Rs 12.2 lakh crore, the effective capital expenditure, including grants to states, totals Rs 17.1 lakh crore, amounting to 4.4% of GDP.The Finance Minister also alled that in Bengal, it's bombs that prevail, not the law and CM Mamata Banerjee is not improving law and order in state but asking women to stay indoors at night.
