The Ministry of Consumer Affairs, Food and Public Distribution has notified a key amendment to the Vegetable Oil Products, Production and Availability (Regulation) Order, 2011 (VOPPA Order). The Ministry, in a statement, said that the amended VOPPA Order, 2025, aims to bring greater regulatory oversight and transparency across the edible oil sector in India. It added that, under this amended order, it is now mandatory for all edible oil manufacturers, processors, blenders, re-packers, and other stakeholders involved in the edible oil supply chain to register under the VOPPA Order and submit monthly production and stock returns through the designated online portal.
The Consumer Affairs Ministry added that the regulatory enhancement is a crucial step in ensuring accurate data collection, real-time monitoring, and improved policy intervention in the edible oil sector. It underlined that the Non-compliance with the amended VOPPA Order, 2025, will be treated as a violation, and units failing to register or submit their returns will face penal action under the provisions of the amended VOPPA Order and the Collection of Statistics Act, 2008, ensuring effective enforcement.
The government will launch inspection drives to verify compliance with new edible oil regulations as it seeks to tighten oversight of a sector vital to the country's food security. The Food Ministry said the field checks are aimed at enforcing stricter reporting requirements under an amended order that mandates all edible oil manufacturers, processors and distributors to register with authorities and submit monthly production data. The regulatory tightening comes as the country remains heavily dependent on imports to meet domestic demand. India is the world's largest importer of edible oils, shipping in over 14 million tonnes annually, primarily palm oil from Indonesia and Malaysia, and soybean oil from Argentina and Brazil.
