Union Home Minister Amit Shah on Friday said that terrorism is the biggest threat to humanity and everyone must work together to defeat it and "Under the Prime Minister Narendra Modi's vision of ‘zero-tolerance’ against terrorism, this annual conference has become a platform to deal with emerging threats," he said. Addressing the inaugural session of a two-day 'Counter-Terrorism Conference' organised by the agency in New Delhi, Shah said that the landscape of terrorism in the world has been changing due to the use of technology, Shah said, "We too must prepare to prevent this by anticipating invisible future challenges and countering them."
Shah launched two updated databases of the National Investigative Agency (NIA) --the Organised Crime Network Database and the Weapons Database for lost, looted & recovered arms. The home minister explained that such networks initially operate for the purpose of ransom and extortion, but when their leaders flee abroad and settle there, they automatically come into contact with terrorist organisations. They then use the proceeds from such crimes to spread terrorism within the country, he said.
Amit Shah said the government is planning to bring a 360-degree action plan to strike organised crime as he mentioned that incidents like Pahalgam and Delhi Red Fort blast were not just examples of routine policing but outstanding instances of watertight investigation. Shah said that the DGPs of all states should implement "extremely essential" common ATS structure for police at the earliest across the country." The Home Minister said a new standard of coordination, cooperation, and communication has been developed among the DGP Conference, Security Strategy Conference, N-CORD meetings, and the Anti-Terror Conference. "We cannot view these four pillars in isolation; running through them as a common thread is the Anti-Terrorism Conference," Shah said.
