Security forces have adopted a special strategy to combat terrorists in Jammu and Kashmir. This strategy has made it difficult for terrorists to hide, shelter, or establish bases in high hills and forests. CRPF personnel are encircling and repelling terrorists. Under this strategy, the CRPF has established a total of 43 Temporary Operating Bases (TOBs) at altitudes of 6,000 feet and above in mountainous areas. These TOBs were established after the terrorist attack on tourists in Baisaran in April last year. Of these, 26 were established in Kashmir in October last year and 17 in Jammu in November.
According to a senior CRPF officer, terrorists have changed their strategy; they no longer attack in the valley below; they operate in high altitude areas. Security forces have also changed their tactics to combat terrorists. The CRPF, in collaboration with the Jammu and Kashmir Police, is now preventing terrorists from settling in high-altitude areas. Security forces are encircling or repelling them.
A TOB consists of 16 to 25 CRPF personnel and 3-4 Jammu- Kashmir Police personnel. Through TOBs, continuous pressure is being applied in areas with terrorist activity. This will now provide terrorists with no safe haven or opportunity to plot attacks. Previously, terrorists would roam fearlessly in such areas, hiding there, waiting for opportunities to attack, and then easily disappearing after the attack.

Soldiers have been provided with special jackets, sleeping bags, boots, and bags to protect them from snow and cold. Satellite phones have been provided for communication. There are reports of 30-40 foreign terrorists active in Jammu and 40-57 in Kashmir. Six local terrorists are active in Kashmir. Four of these are located in Pakistan-occupied Kashmir. Local terrorists Latif and Zakir are active in Kashmir.
