Chief Justice of India NV Ramana has said that the Central Bureau of Investigation(CBI), through its "actions and inactions" have often raised "questions on its credibility". He urged that the need of the hour is to "reclaim social legitimacy and public trust" and the first step to that "is to break nexus with political and executive". Addressing the 19th DP Kohli Memorial lecture in New Delhi on Friday, he said that the political executive will change with time, but you, as an institution, are permanent, Be impermeable and be independent. Pledge solidarity to your service. Your fraternity is your strength, he said.
"“There is an immediate requirement for the creation of an independent umbrella institution, so as to bring various agencies like the CBI, SFIO, ED, etc. under one roof. This body is required to be created under a statute, clearly defining its powers, functions and jurisdictions. Such a law will also lead to much needed legislative oversight,” he said. Justice Ramana, recount how the police system in India evolved from the British period, said with passage of time, the CBI has "come under deep public scrutiny". "Misuse of police by political masters is not a new feature. The British Empire deployed domination, surveillance and coercion, which remain the enduring feature of the Indian police."
He added, "In its initial phases, CBI possessed the immense trust of the public, but its credibility has come under question in recent years. "In fact, the Judiciary used to be flooded with requests for the transfer of investigations to CBI... But, with the passage of time, like every other institution of repute, the CBI has also come under deep public scrutiny. Its actions and inactions have often raised questions regarding its credibility." He added, "It is essential that all the institutions, including the police and the investigative bodies uphold and strengthen democratic values.
He also presented the President Police Medals for Distinguished Service to 34 officers/officials; DP Kohli Award for Best Detective Head Constable/Constable to two officials and Gold Medal to one best Investigating Officer.
D.P. Kohli made invaluable contribution to growth of CBI which stands as premier institution today. He was instrumental in laying of vigilance institution in India, initially as the IGP of Special Police Establishment from 23rd July, 1955 till the formation of CBI on 1st April, 1963 and then as Director of CBI till 31st May, 1968. CBI was formed in 1963 on the recommendation of Santhanam Committee. Shri Kohli was also a member of the Santhanam Committee. His stellar leadership continued till 1968 when he demitted office. These long years,Kohli gave to the organisation its motto “Industry, Impartiality and Integrity” which is ingrained into the DNA of CBI. As a tribute to its founder Director, CBI has been organizing this memorial lecture since 2000.
