The Bihar cabinet has sanctioned more than 27,000 posts in various government departments, including Health. A notification for 20,000 government jobs will be issued in the Health Department. The decision was taken in the cabinet meeting chaired by Chief Minister Nitish Kumar on Tuesday. Informed about the cabinet decisions, Additional Chief Secretary Dr S. Siddharth said the cabinet approved the creation of two new separate cadres in the Health Department, namely “Public Health Cadre” and “Hospital Management Cadre”. These new cadres will relieve the burden on government doctors who are currently managing both health services and hospitals, from primary to tertiary levels, such as CHC, PHC, Sadar Hospitals, Referral Hospitals, and Medical Colleges Hospitals in Bihar.
The new Public Health cadre will focus on streamlining vaccination, National Health Mission services, and other health services as a specially skilled group of personnel. Three new directorates – Public Health, Medical Education, and Health Services – will also come into effect, each headed by a Director General. For better coordination among the three directorates, a special post of Director General cum Special Secretary has also been created. The cabinet also approved a separate new cadre for Bihar Education Administration in the Department of Education. The new task assigned to the personnel of the Bihar Education Administrative cadre is the evaluation of quality and monitoring of state government-run primary, middle, secondary, and higher secondary schools at the Panchayat and Block levels.
The state cabinet has approved a 30 percent hike in the salary and allowances of the rank of Minister of State and Deputy Ministers.. With this decision, members who have the status of minister of state and deputy minister, like whips and deputy whips, chairmen and members of different commissions, statutory bodies and committees, will get benefits. The change has taken place after an earlier revision of Cabinet ministers, and the revision was due for MoS and Deputy Minister ranks.
With the Cabinet decision, their local allowance has been increased from 55,000 to 70,000 rupees per month, daily allowances increased to 3,500 rupees, whereas hospitality allowance has been increased from 24,000 rupees to 29,500 rupees for those holding the posts of the rank of MoS. The hospitality allowance for the posts of the rank of deputy minister has been increased from 23,500 rupees to 29,000 rupees. The travelling allowance has also been increased for them to 25 rupees per kilometre, which was earlier 15 rupees per kilometre for Minister of State and Deputy Minister ranks.
