Anti-Paper Leak Bill introduced in Lok Sabha

Union Minister Dr. Jitendra Singh on Monday introduced the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha, seeking to strengthen the legal framework against paper leaks and examination-related malpractices through stricter punishments, faster investigations and dedicated fast-track courts.The Bill significantly strengthens the provisions of the Public Examinations (Prevention of Unfair Means) Act, 2024, with stringent penal measures aimed at curbing organised examination fraud and protecting the integrity of public examinations.

Under the proposed legislation, investigations into paper leak cases must be completed within two months, ensuring the speedy disposal of cases. The Bill also provides for designated Special Fast Track Courts to conduct trials expeditiously. According to agency reports,the proposed law prescribes a minimum imprisonment of five years and a maximum of 10 years for individuals found guilty of involvement in paper leaks or other unfair means in public examinations. Offenders will also be liable to pay a fine of up to Rs50 lakh.For organised crime syndicates involved in examination fraud, the Bill proposes even stricter punishment, including a minimum jail term of seven years and fines of up to Rs10 crore.
The amendments are aimed at enhancing transparency, accountability and credibility in the public examination system while acting as a strong deterrent against organised networks involved in paper leaks and examination fraud.The Bill was introduced amid growing concerns over examination irregularities and paper leaks in competitive examinations. It is expected to be taken up for discussion in the Lok Sabha, with members from both the Treasury and Opposition benches likely to participate in the debate.
Meanwhile,Opposition parties protested on Monday (July 27, 2026) outside Parliament on the use of brute force on protestors during Parliament March on July 20, adding that they will continue to raise their demand for accountability from the Union Home Minister over the incident.
