Assam, EU launch Blue Valley Cluster for investment growth

The Assam government and the European Union (EU) on Tuesday launched the Blue Valley Cluster initiative, a platform aimed at deepening cooperation in bioeconomy sectors and creating new opportunities for investment, innovation, and sustainable industrial growth between Europe and Northeast India. The initiative was unveiled in Guwahati in the presence of Assam Chief Minister Himanta Biswa Sarma, EU Ambassador to India Herve Delphin, Ministry of External Affairs Secretary (West) Sibi George, Belgium's Ambassador to India Didier Vanderhasselt, and representatives of the Federation of European Business in India.
According to officials, the Blue Valley Cluster has been designed as a collaborative platform linking European and Indian businesses, research institutions, entrepreneurs, and local communities. The initiative seeks to promote value-chain development and sustainable industrialisation in sectors such as natural flavours, fragrances, and AYUSH-based products. The programme aligns with the broader India-EU strategic partnership and aims to translate high-level cooperation into concrete economic opportunities at the regional level, particularly in Assam and the Northeast.
During the visit, Chief Minister Sarma held discussions with Ambassador Delphin and senior EU officials on expanding sector-specific collaborations and strengthening economic engagement with the state. A business roundtable involving members of FEBI and the European delegation explored opportunities in investment, technology transfer, industrial partnerships, skill development, and business-to-business cooperation.Highlighting Assam's growing investment potential, Sarma said the state offers significant opportunities across sectors, including semiconductors and electronics, defence and aviation, tea, agarwood, organic food products, natural fragrances and flavours, and AYUSH-based wellness industries."The Blue Valley Cluster will help connect local producers, startups, researchers, self-help groups, and entrepreneurs with global markets, facilitating technology adoption, employment generation, and sustainable economic growth," he said.

Ambassador Delphin described Assam as an attractive destination for global investors, citing its rich natural resources, skilled workforce, and commitment to sustainable development. He said the initiative would strengthen ties between European and Indian businesses while promoting environmentally responsible industrialisation and community-led growth. The EU envoy also highlighted ongoing cooperation projects in Assam, including initiatives in urban development and river basin management, and expressed confidence that enhanced economic engagement would benefit the entire Northeast region.
In a significant step toward institutional collaboration, the Assam Industrial Development Corporation Limited and the Federation of European Business in India signed a Memorandum of Understanding (MoU) to promote business cooperation and facilitate investments between Assam and European enterprises. The agreement aims to strengthen investor outreach, encourage knowledge-sharing, enhance institutional linkages, and establish a framework for long-term collaboration.Officials stated the Blue Valley Cluster pilot project is expected to create new opportunities for farmers, women entrepreneurs, youth, and micro, small and medium enterprises (MSMEs), while boosting trade, innovation, and sustainable livelihoods across the Northeast.
