Assam Budget allocates Rs 10,000 crore for AsomMala IV

The Assam Budget for 2026-27 has earmarked Rs 10,000 crore for the fourth phase of the AsomMala road infrastructure programme and announced a slew of connectivity, transport and urban development projects, including high-speed economic corridors, airport upgrades and green energy initiatives aimed at accelerating the state's economic growth.
According to a statement issued by the Assam BJP on Thursday, the Budget, presented by Finance Minister Jayanta Malla Baruah under the leadership of Chief Minister Himanta Biswa Sarma, lays out a roadmap to strengthen infrastructure, industrial development and connectivity, with the goal of positioning Assam as a major development hub over the next five years.

A key highlight of the Budget is the launch of AsomMala IV, which will receive an allocation of Rs 10,000 crore for the construction of 800 kilometres of new roads. The programme focuses on developing 10-12 metre-wide long-distance roads across the state and builds on the first three phases of the initiative.The government said that under AsomMala III, around 880 kilometres of roads and 34 bridges were completed across all 34 districts at a cost of nearly Rs 3,217 crore.To improve regional connectivity, the Budget proposes a high-speed economic corridor between Guwahati and Silchar, expected to cut travel time from nearly 10 hours to around five hours. Another high-speed corridor has been proposed between Guwahati and Siliguri to further strengthen interstate connectivity.
The Budget also focuses on boosting tourism and transport infrastructure. It proposes a new railway line to Umrangso and the development of five-star hotels at Manas National Park, Haflong and Umrangso to promote tourism in the state.In the aviation sector, the government has proposed the upgradation of Rupsi Airport in Dhubri and the construction of the Dolu Greenfield Airport in Silchar. The Rupsi Airport expansion is expected to enhance trade and transport links with Bhutan and Bangladesh while improving connectivity for Dhubri and Kokrajhar districts.
To ease urban traffic, the Budget proposes the construction of a flyover linking Lokpriya Gopinath Bordoloi International Airport in Guwahati with Jalukbari. The project is expected to reduce travel time between the airport and Jalukbari to around seven to 10 minutes.The Budget also places emphasis on sustainable development through investments in green energy. It proposes expanding power generation capacity by developing pumped storage projects in the Karbi Anglong and Dima Hasao districts.As part of its long-term urban development strategy, the state government has also proposed the development of an Aero City around Guwahati Airport and a satellite township in Guwahati to support future economic and urban expansion.
