Rajasthan: Governor rejects assembly session proposal

Rajasthan is heading toward a peculiar political chaos. It has become triangular between the BSP, Congress and Congress rebels. Meanwile, the  Governor Kalraj Mishra has returned the proposal to hold assembly session on July 31 for the third time in a row. The Gehlot government had sent a third proposal on Tuesday seeking assembly session, but refused to mention the floor test in the proposal. Governor had demanded that the agendra of the session be specified. Governor Mishra issues statement saying there will be no Independence Day celebrations at the Raj Bhavan over the coronavirus situation. This is being seen as an indirect hint that there will be no assembly session either in this time. 

On the other hand, Bahujan Samaj Party (BSP) has filed a petition in Supreme Court over the merger of 6 BSP MLAs with Congress. A BJP MLA had moved the high court over the merger and BSP sought to become a party to this petition. The high court has approved BSP's appeal of being a party to it. Dissident Congress MLA Bhanwarlal Sharma has also filed a petition asking to quash an FIR lodged over audio clips in which he is allegedly heard discussing a plot to “topple” the Gehlot government in Rajasthan. The state  Assembly Speaker, CP Joshi, will file a fresh Special Leave Petition (SLP) in the Supreme Court in connection with the matter pertaining to 19 rebel MLAs belonging to Sachin Pilot group.

 Gehlot's government is facing a huge crisis following the rebellion of his former deputy Sachin Pilot and 18 MLAs loyal to him. Gehlot claims he has the numbers but is currently engaged in a tussle with Rajasthan Governor Kalraj Mishra over starting the assembly session.

Congress leader Ahmad Patel said ,perhaps first time in our history we are seeing a Governor reluctant to convene assembly despite aid and advice of elected Chief Minister. If this dangerous precedent is allowed, what will happen if the Rashtrapati refuses to summon Parliament despite Union Cabinet recommending it?
