Union Cabinet approves amendments to anti-paper leak law

The Union Cabinet on Friday approved a draft bill to ensure stricter punishments for paper leaks, including a fine of up to Rs 10 crore, hours after Prime Minister Narendra Modi made an announcement to this effect, official sources said. The bill will amend ‘The Public Examinations (Prevention of Unfair Means) Act, 2024’, proposing a minimum punishment of five years’ imprisonment for individuals involved in paper leaks and/or a fine. During the briefing on cabinet decisions in New Delhi, Information and Broadcasting Minister Ashwani Vaishnaw was asked several queries about the government’s plan for strict actions against paper leaks and move for constituting a fast-track court, but he did not to answer them.

The Union Cabinet also approved the Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan) scheme for the establishment of three dedicated chemical parks across the country, aiming to strengthen India’s chemical manufacturing ecosystem, attract investments and enhance global competitiveness. The scheme, announced in the Union Budget for 2026-27, has a total financial outlay of Rs3,030 crore, including Rs3,000 crore for developing common infrastructure facilities and basic utilities within the parks and ₹30 crore towards administrative expenses. The scheme will be implemented over five years, from FY 2026-27 to FY 2030-31. Under the scheme, the Centre will provide financial assistance of up to Rs1,000 crore for each chemical park, subject to a minimum contribution of ₹500 crore by the respective state government.
