The 26th Shanghai Cooperation Organisation (SCO) Summit began in Bishkek on Tuesday, with Prime Minister Narendra Modi addressing the gathering and outlining India’s priorities for the region, centred on security, connectivity and opportunity.
Addressing the SCO Summit, PM Modi said these three pillars form the core of India’s vision for the organisation and stressed the need for collective action to address terrorism and regional conflicts.“Three main pillars of India’s vision for SCO are security, connectivity and opportunity,” Modi said.
On terrorism, the Prime Minister called on SCO member states to speak in one voice and reject any double standards in dealing with the menace.“We must speak in one voice that there can be no place for no double standards in dealing with terrorism,” Modi said.He stressed that the fight against terrorism must go beyond targeting individual attacks and perpetrators, saying the entire ecosystem supporting terrorism needs to be dismantled.“We must dismantle the entire ecosystem of terrorism as well as its financing,” the Prime Minister said, underlining the need to cut off channels that facilitate terrorism, including financing, recruitment and radicalisation.

Modi said it was time to move the SCO’s three pillars beyond vision and translate them into concrete outcomes, noting that peace and security were essential to achieving this. He also highlighted the importance of stability in Afghanistan and said India would continue contributing to the Afghan people’s development and humanitarian needs. Referring to the crisis in West Asia, he said conflicts in one region can affect global energy security, maritime trade and supply chains, with the Global South bearing much of the impact. He also stressed the need to strengthen cooperation against drug trafficking and make SCO mechanisms dealing with organised crime, information security and narcotics more effective.Modi also highlighted India’s position that conflicts cannot be resolved through military means alone. “There is no solution on the battle field and all wars and conflicts must be resolved through dialogue and diplomacy,” he said.On connectivity and economic cooperation, the Prime Minister said India supports initiatives aimed at improving links between countries, expanding trade and creating new opportunities for development.“India supports all efforts that connect markets, facilitate trade, and open new pathways for development,” Modi said.He also described the SCO as more than a regional grouping, highlighting its civilisational and cultural significance.“For India, SCO is a confluence of great civilisation, culture and ideas,” Modi said.
The Prime Minister’s remarks came as leaders of SCO member states gathered in Bishkek for the 26th summit. Modi was earlier seen interacting with Chinese President Xi Jinping and Russian President Vladimir Putin during the leaders’ group photograph.India has been an active member of the SCO since 2017. Before his visit, Modi had said India looked forward to advancing its vision for the region based on “Security, Connectivity and Opportunity” and working with fellow SCO members towards a region free from terrorism, separatism and extremism.
