Congress leader Rahul Gandhi has charged that the govt's initial plan to defeat COVID in 21 days has failed and now PM Narendra Modi is on back foot. Addressing a video press conference in new Delhi , Gandhi said that the PM as one lockdwn after another and fourth phase of lockdown ends on May 31 but that has not helped check the spread of disease.
