In Karnataka, now the first budget session of the new Congress government is complete, eyes of MLA's and party workers have turned towards nominations to various boards and commissions. Sufficient ground work is already done by the SiddaKumar government to make nominations. There is also tremendous pressure on govt to initiate this nominations process. Those who couldn't be made ministers will get priority over others to get plum chairs. Lobbying has started to grab these posts and both Chief Minister and Deputy Chief Minister have thorough calculations to whom to let in. These two factions in the party wanted to push their supporters and wanted to have major share. Chief Minister Siddaramaiah with his clever administrative capacity definitely takes major share. Deputy Chief Minister DK Shivakumar may not allow him to make a cake walk but tries to fill in as much as possible from his quota. But it is certain that Chief Minister Siddaramaiah would silently work out on his selections. But we donot know that these nominations will end with Siddaramaiah's term and Shivakumar can have his team after 30 months. There is a thinking in CM's circle that their tenure this time wii be fixed for 20 months. However both the leaders have decided to make nominations to various boards and corporations before delay it further as the time is ripe for such appointments. Now the Legislature session is over and no expansion of ministry is due, Congress party want to strengthen its position for next general elections.
White elephants: sharing business
These boards and commissions are white elephants. It is mainly to rehabilitate those disgruntled and loyal leaders. There are about 91 such boards and corporations working under government. All are not financially lucrative. But everything Chaiman gets an official car, bungalow and other perks. This will run into lakhs per month. Its a sheer waste. Many will be given the status of cabinet minister and state ministers rank. This will add to the expenditure of exchequer. There are about 20 such boards and corporations are financially sound. Government is thinking to allot atleast 30 to MLA's and remaining 60 to party workers. Siddaramaiah and his loyal ministers intends to give more share to MLA's while as president of the party Shivakumar wants more share for workers. It wll be finalised only when they sit to decide. Till then its all assumption.
