Govt launches 5 digital reforms to boost citizen-centric governance

Union Minister of State Personnel, Public Grievances, Pensions Dr Jitendra Singh on Thursday launched five major digital governance initiatives aimed at strengthening transparency, efficiency and citizen-centric administration. The launches took place during the National Workshop on Good Governance Practices 2025 in the national capital, coinciding with Good Governance Day, observed annually on December 25 to mark the birth anniversary of former Prime Minister Atal Bihari Vajpayee.

Addressing senior government officials, policymakers and stakeholders, Dr Jitendra Singh said good governance is a daily administrative responsibility rooted in transparency, accountability and people-first service delivery. He noted that while the concept of good governance was articulated earlier, it has been implemented in letter and spirit since 2014 under Prime Minister Narendra Modi’s leadership, guided by the vision of “Minimum Government, Maximum Governance.” Highlighting Vajpayee’s legacy, the Minister said the former Prime Minister institutionalised probity in public life and laid the foundations of modern, citizen-focused governance.

The five initiatives launched by the Department of Personnel and Training (DoPT) include a Compendium of Guidelines on Reservation for Ex-Servicemen in Central Government, aimed at consolidating all existing instructions into a single, user-friendly reference to ensure clarity and uniform implementation of benefits. The second initiative is an AI-powered Recruitment Rules Generator Tool integrated with the Recruitment Rules Formulation, Amendment and Monitoring System (RRFAMS). The tool will assist ministries and departments in drafting recruitment rules efficiently, reducing delays and ensuring consistency with DoPT guidelines.

The Minister also launched the e-HRMS 2.0 mobile application, available on Android and iOS, which will provide government employees access to key human resource services, including promotions, transfers, deputations, training and superannuation. Developed under Mission Karmayogi, the platform integrates service records with systems such as SPARROW, PFMS and Bhavishya.

In addition, new AI-enabled features were unveiled on the iGOT Karmayogi platform, including iGOT AI Sarthi for intelligent discovery of learning resources, iGOT AI Tutor for personalised learning support, structured Specialisation Programmes, and an AI-based Capacity Building Plan Tool to map roles and training needs.

The fifth initiative, Karmayogi Digital Learning Lab 2.0, is a next-generation facility designed to create high-quality digital learning content using technologies such as augmented and virtual reality, gamification and interactive simulations. The Minister said the upgraded lab will help rapidly disseminate best practices and critical skills across the civil services.

Dr Singh said the initiatives together represent a future-ready approach to governance reform that leverages technology, strengthens institutions and places citizens and civil servants at the centre of change.
