FCRA Bill sent to JPC amid opposition uproar

Lok Sabha on Wednesday referred the Foreign Contribution (Regulation) Amendment Bill, 2026, to the Joint Parliamentary Committee for further scrutiny. The bill aims to further amend the Foreign Contribution (Regulation) Act, 2010. The objective of the Bill is to make the use of foreign contributions more transparent and accountable. Minister of State for Home Nityanand Rai moved the Bill to refer it to JPC comprising members of both the Houses for wider consultations. He said, the committee will consist of 21 members from the Lok Sabha, nominated by the Speaker, and 10 members from the Rajya Sabha, nominated by the Chairman. Rai said, the Committee will submit its report to this House by the last day of the first week of the winter session. The Centre moved a motion in the Lok Sabha amid fierce protests and objections from Opposition MPs. The motion was accepted through a voice vote.
The Opposition has been opposing the bill, alleging that it will target NGOs and minority institutions, while the government has rubbished the charge. Responding to the Opposition's charge, Parliamentary Affairs Minister Kiren Rijiju said the Opposition should welcome the move to send the bill to the JPC, as they will get a chance to put across their points before the panel. He also rejected the contention that the bill is anti-minority. "Show me one provision in the bill which is against the minorities of the country," he challenged the Opposition.

The proposed Joint Committee will have 31 members, comprising 21 members from the Lok Sabha and 10 from the Rajya Sabha. The Lok Sabha members will be nominated by the Speaker, while the Rajya Sabha members will be nominated by the Chairman of the Rajya Sabha.
