The Lok Sabha was repeatedly adjourned on Tuesday amid chaotic scenes after Leader of the Opposition Rahul Gandhi insisted on referring to an article citing former Army chief M M Naravane’s unpublished memoir, triggering strong objections from the BJP, protests by Congress MPs, and the suspension of eight members for disorderly conduct, including tearing papers and throwing them towards the Chair.Denied permission, opposition MPs - some of whom refused to speak when asked to, in solidarity with Gandhi - protested, eventually leading to the Lok Sabha adjourning for the day. Rahul Gandhi told the House that he had “authenticated” an article referring to Naravane’s unpublished memoir and wanted to cite it, claiming it related to national security.
Announcing the decision, Dilip Saikia, who was in the Chair at the time, said the opposition had every right to raise issues in Parliament, but continuous disruption was unacceptable. “There should be discussion in the House, as it belongs to everyone. However, completely disrupting proceedings and bringing the House to a standstill in the name of protest goes against parliamentary traditions,” he said. The motion to suspend the MPs was passed amid heavy sloganeering from the opposition benches, following which the House was adjourned for the day.

Earlier, objecting to repeated interruptions, Gandhi questioned the use of the word “permission”. “I am objecting to the word permission. I’m not given permission by anyone; I am the Leader of the Opposition,” he said.Parliamentary Affairs Minister Kiren Rijiju countered, “Everyone speaks with permission, whoever he is. Nobody speaks without permission from the Speaker.” The Chair reiterated that Gandhi should confine his remarks to the President’s address and not return to a matter on which a ruling had already been given.
