Assam Finance Minister Jayanta Malla Baruah on Friday presented the state Budget for the financial year 2026-27 in the Legislative Assembly, projecting an overall deficit of Rs 419.26 crore while pegging the fiscal deficit at 3 per cent of the Gross State Domestic Product (GSDP).The Budget, the first presented by Baruah as Finance Minister and the first full Budget of Chief Minister Himanta Biswa Sarma's second term, estimates total expenditure of Rs 2,85,084.45 crore for the 2026-27 fiscal.

According to media reports,ahead of the presentation, the state Cabinet met in Dispur and formally approved the Budget, following which Baruah tabled the financial statement in the Assembly.Beginning his Budget speech with the invocation "Om Ganeshaya Namah", the Finance Minister thanked Prime Minister Narendra Modi and Chief Minister Himanta Biswa Sarma for their leadership and guidance. He also paid tribute to legendary cultural icon Dr Bhupen Hazarika on his birth centenary year.
According to the Budget estimates, total receipts in the state's Consolidated Fund are projected at Rs 1,51,843.23 crore, comprising Rs 1,18,562.23 crore under the revenue account and Rs 33,281 crore under the capital account.The total expenditure from the Consolidated Fund is estimated at Rs 1,56,714.88 crore, including revenue expenditure of Rs 1,18,562.23 crore and capital expenditure of Rs 38,152.65 crore.Including transactions under the public account and Rs 2,000 crore from the contingency fund, the state's total estimated receipts stand at Rs 2,88,309.45 crore, while total expenditure is pegged at Rs 2,85,084.45 crore.
The Budget projects a surplus of around Rs 3,225 crore in transactions during the fiscal year. However, after accounting for the opening deficit of Rs 3,644.26 crore, the state is expected to end the financial year with an overall deficit of Rs 419.26 crore.The government has maintained its fiscal deficit target at 3 per cent of GSDP for 2026-27, in line with fiscal responsibility norms.
