Calling artificial intelligence the “fifth industrial revolution,” Union Minister for Electronics and Information Technology Ashwini Vaishnaw on Tuesday outlined India’s ambitious roadmap for sovereign AI, massive infrastructure investments and self-reliance in strategic technologies at the India AI Impact Summit 2026.Addressing a press conference on the sidelines of the summit at Bharat Mandapam, Vaishnaw said AI is fundamentally transforming industries, governance and societies in ways comparable to earlier industrial revolutions.“Artificial Intelligence is the fifth industrial revolution,” he said, stressing that its impact will cut across manufacturing, healthcare, agriculture, education and public services.

The minister underlined the importance of building a sovereign AI ecosystem, asserting that India must reduce dependence on external players for critical technologies.“We do not want to be dependent on others for our strategic requirements; this is part of sovereign AI,” Vaishnaw said.He emphasised that strategic autonomy in artificial intelligence — from chips and compute infrastructure to data and foundational models — is essential for national security and long-term economic growth.According to the minister, India’s approach combines open innovation with trusted partnerships, positioning the country as a reliable AI partner for developing nations.“Today, India is being seen as a trusted AI partner to the Global South, seeking open, affordable and development-focused solutions,” he said, adding that “a trusted AI ecosystem will attract investment and accelerate adoption.”
Highlighting the scale of India’s ambition, Vaishnaw said the country is set to witness unprecedented investment flows into artificial intelligence.“So far, in the coming two years, we should be seeing more than USD 200 billion investment across the five layers of the AI stack,” he said.The five layers include semiconductor manufacturing, compute infrastructure, data centres, foundational AI models and application-level innovation. The minister noted that investment is already flowing across all these segments, reflecting strong global confidence in India’s AI ecosystem.In particular, India is eyeing up to $200 billion in data centre investments over the coming years as part of its broader AI strategy. Robust data infrastructure, he said, will form the backbone of India’s ambition to become a global AI hub.
Vaishnaw’s remarks come amid heightened global competition in artificial intelligence and growing conversations around regulation, ethics and equitable access.The India AI Impact Summit 2026 has drawn policymakers, technology leaders, startups and global delegations to deliberate on issues ranging from job disruption and child safety to public health applications and algorithmic governance.With its emphasis on sovereign capability, large-scale infrastructure investment and inclusive deployment, India’s AI roadmap signals a shift from being a technology consumer to becoming a technology creator and exporter.As discussions continue at the summit, the government’s message is clear: AI is not just another technological wave — it is a defining economic and strategic force, and India intends to lead it.
