The Congress while slamming the budget stated that it failed to address the issues concerning common man particularly farmers. Leader of Opposition Rahul Gandhi, saying it was aimed at appeasing the BJP's allies and "cronies". The Congress leader described the document as the "Kursi Bachao" Budget and alleged that it was plagiarized from the Congress party's Lok Sabha polls manifesto.

- Appease Allies: Hollow promises to them at the cost of other states.
- Appease Cronies: Benefits to AA with no relief for the common Indian.
- Copy and Paste: Congress manifesto and previous budgets.
Party MP Shashi Tharoor said that there is also no mention of MGNREGA in the Budget. Tharoor, however, welcomed the abolition of angel tax in the Budget.
Samajwadi Party Chief Akhilesh Yadav also criticized the Union Budget saying it fails to address the issues of inflation and unemployment. He alleged that the Budget has nothing concrete for farmers. He added that utill the farmers’ issues are resolved and employment is ensured for the youth, the people will not be benefitted.
Shiv Sena (UBT) leader Priyanka Chaturvedi questioned the Union Budget saying it has nothing concrete for Maharashtra. She also said the Budget has nothing much for farmers and their issues including MSP and loans have not been addressed. DMK leader T R Baalu AND TMC Kalyan Banerjee also criticized the Budget.
