The Delhi Government has implemented a Winter Action Plan from Sunday, November 1 to combat air pollution. Under the plan, vehicles from outside Delhi that do not comply with BS-VI emission standards will not be allowed to enter the national capital. The city government will also impose restrictions on construction and demolition activities to curb dust pollution. Construction sites will be monitored through AI-enabled cameras directly connected to the government’s Command and Control Centre. The restriction is part of the revised Graded Response Action Plan (Grap), Delhi-NCR's winter pollution-control plan, and runs until January 31, 2027.

The Winter Action Plan also includes the implementation of 50 per cent work-from-home and the ‘No PUC, No Fuel’ policy. Under this, vehicle owners will not be able to purchase petrol, diesel, CNG or LPG at fuel stations unless their vehicles have a valid Pollution Under Control (PUC) certificate. The plan also seeks to promote electric buses, metro services and last-mile connectivity, while introducing tougher emission norms, stricter dust control measures, revised parking charges and enhanced enforcement.
CNG and electric vehicles, ambulances, fire tenders and specified essential-service vehicles are exempt.Enforcement will happen at the border. Automatic Number Plate Recognition (ANPR) cameras at checkpoints and selected lanes will scan plates and flag vehicles for checks, and authorities are reinforcing entry points on routes from Noida, Gurugram and Ghaziabad.BS-VI vehicles still need a valid Pollution Under Control (PUC) certificate to enter the city from November 1. India moved straight from BS-IV to BS-VI on April 1, 2020, skipping BS-V.
