Bihar begins monsoon session with Rs 1.02 lakh cr suppl'try budget

The Bihar government's Monsoon Session began on Monday with political confrontation and key legislative business, as the opposition staged protests over the alleged NEET paper leak while Finance Minister Bijendra Yadav presented a Rs 1,02,627 crore supplementary budget for the current financial year. The proceedings began with an address by Assembly Speaker Prem Kumar, followed by an obituary reference and the presentation of the first supplementary budget for 2026-27. The opening day also saw the introduction of 13 government Bills covering urban development, higher education, taxation, land administration, healthcare and business regulation.
Soon after the Assembly convened, opposition members disrupted proceedings by raising slogans over the alleged NEET paper leak and demanding the resignation of Union Education Minister Dharmendra Pradhan. The protests briefly interrupted House proceedings before the Speaker intervened and restored order, allowing the Assembly to take up its scheduled agenda.

Earlier, Assembly Speaker Prem Kumar had held meetings with representatives of all political parties, urging them to ensure the smooth functioning of the House. Speaking after the session commenced, Kumar said, "The Monsoon Session has begun on a positive note. We are receiving cooperation from all members. The House is scheduled to function for four days, during which members will participate in legislative business. I am confident that both sides will work together to ensure the smooth functioning of the House, and members will get an opportunity to present their views."

Presenting the supplementary budget, Yadav said the government was seeking the Assembly's approval for additional expenditure of Rs 1,02,627 crore during the current financial year to meet increased financial requirements across departments.Government officials said the additional allocation would support ongoing development programmes and strengthen spending in sectors such as education, healthcare, rural development, road construction, social welfare and other public welfare initiatives. Department-wise allocations will be examined during the budget discussion in the House.
The government also introduced 13 Bills, including the Bihar Urban Development Bill, 2026, Bihar Private Universities (Amendment) Bill, 2026, Bihar Ease of Doing Business Bill, 2026, Bihar Gambling (Prohibition) Bill, 2026, Bihar Goods and Services Tax (Amendment) Bill, 2026, and amendments relating to land mutation, medical education, nurses' registration and sugar undertakings. The proposed legislations will now be taken up for discussion before being considered for passage.The Monsoon Session of the Bihar Legislature is scheduled to continue until July 24, with the government expected to push its legislative agenda.
