The Buyer Nobody Talks About

Every examination paper that is leaked has two culprits. One sells integrity; the other buys it. Public anger, however, is directed almost entirely at the seller. We denounce corrupt officials, examination agencies, coaching mafias, politicians and criminal networks. Governments promise tougher laws. Investigative agencies swing into action. Committees are constituted. These responses are necessary, and those responsible must face exemplary punishment.
Yet they leave untouched an equally uncomfortable truth.
A leaked question paper is not merely an act of corruption; it is a market transaction. Like every market, it survives only because there is both supply and demand. The suppliers may steal the paper, but it is the buyers who create the incentive to steal it in the first place.
Curiously, this demand side of the equation seldom finds a place in public discourse. We speak endlessly about fixing the system, but rarely about those who seek to defeat it. We condemn the leak, yet remain strangely silent about the willingness to purchase what has been leaked.
This is not an indictment of students as a whole. Millions prepare honestly, often under enormous pressure and with limited means. They are the true victims of every compromised examination. But alongside them exists a smaller, determined minority of candidates—and, at times, their families—who are prepared to purchase an unfair advantage if it secures admission to a coveted institution or a prized government job.
That willingness is not a minor detail. It is the fuel that keeps the entire enterprise alive.
Every parent who finances such dishonesty, every candidate who knowingly receives a leaked paper, and every intermediary who facilitates the transaction becomes part of the same chain of corruption. Public debate has understandably centred on institutional failures and governmental accountability. Yet this singular focus sometimes obscures another uncomfortable reality: corruption flourishes not merely because systems fail, but because society, in part, is willing to reward those failures.
This is why legislation, however stringent, cannot by itself eradicate the menace. Technology can strengthen security. Investigations can expose conspiracies. Courts can impose exemplary punishment. But no law can extinguish a market whose customers remain willing.
Ultimately, the struggle against paper leaks is not merely about administrative reform. It is about restoring the moral compact that gives competitive examinations their legitimacy. Merit ceases to matter the moment honesty becomes negotiable. When success is purchased rather than earned, it is not only an examination that is compromised; it is public trust itself.
A nation does not defeat corruption merely by punishing those who sell integrity. It defeats corruption when its citizens refuse to buy it.
