- Fate of two officers are roaming in "sealed cover" for the last 12 years and concerning ministry has failed to take any decision in this case. According to sources when promotion file moves their cases also sends to UPSC for DPC then to DoPT and back to the concerning ministry. This practice is going on since 2006. It is said that the investigating agency has reportedly recommended their names for promotion to ADGs but it seems that all responsibly departments are only interested to keep their fate in "sealed cover" Experts says this attitude is against the PM's desire which promises that in justice won't be tolerated and responsibility be fixed. Now big question is who will fix the responsibility?
