A case of flouting the law by revealing the identity of a toddler has come to light at Delhi Police Headquarters, right under the nose of Commissioner of Police, Satish Golchha. On September 28th, Central District DCP Nidhin Valsan held a press conference at Police Headquarters regarding the arrest of the kidnappers of a one-and-a-half-year-old child. DCP Valsan exposed the identity of the child and his parents by presenting them before the media. For wide coverage, DCP Valsan reportedly allowed media to take photos and videos of him holding the child in his arms, having the child cut a cake, and so on. Revealing the identity of a child victim of a crime is a punishable offense. Some newspapers and some YouTube channels are equally responsible for revealing the child's identity.
The same incident was occurred in the year 2000, when Ajay Raj Sarma was the CP, Delhi. This journalist was the one who raised questions about the then Central District DCP Muktesh Chandra presenting foreign rape victims before the media at police headquarters in June 2000. The then Commissioner Sharma shunted Muktesh Chandra out from the post of District Deputy Commissioner of Police. In response to a question asked in Parliament, it was also reported that the DCP had been reprimanded and removed from his post as District DCP.
Now the question is- will CP, Delhi show some courage to initiate the action against DCP Valsan for violating the JJ Act and presented the victim- toddler and his parents- before the media like an 'item'. In this case the guidelines of the Supreme Court has also been violated.
On September 24th, the said child was abducted when he and his parents from Kota, Rajasthan, were sleeping on the footpath on Pusa Road under the Karol Bagh police station area. Four accused arrested including one buyer. one minor involved in this case also apprehended. As per information the toddler was sold by the kidnappers for 45,000 rupees in Mahoba district, Uttar Pradesh. The person who bought the child had two daughters and desired a son. The victim family had come to Delhi to sell toys, Delhi Police recovered the child within two days but committed a blunder by revealing victims identity.
