JICA extends Rs3,708 cr support for Maharashtra healthcare, education

In a significant push to strengthen public healthcare infrastructure, the Maharashtra cabinet, chaired by Chief Minister Devendra Fadnavis, has approved a Rs3,708 crore project with financial assistance from the Japan International Cooperation Agency.The ambitious initiative, titled “Strengthening Tertiary Health Care Delivery, Medical Education System and Nursing System in Maharashtra,” aims to enhance medical education, nursing capabilities, and healthcare delivery across the state. The project will focus on upgrading infrastructure and equipping institutions with advanced medical technology.
Under the plan, newly established Government Medical Colleges in Wardha, Palghar, Ratnagiri, and Ahilyanagar will receive funding support. Several nursing colleges—including those at GT Hospital and St George’s Hospital in Mumbai, as well as institutions in Dhule, Solapur, Ambajogai, Akola, IGMC Nagpur, Ratnagiri, Palghar, and Dharashiv—are set for upgradation. Additionally, new nursing colleges will be constructed in Baramati, Sangli (Miraj), and Kolhapur.The project also allocates funds for advanced medical equipment in Government Medical Colleges across multiple districts, including Ahilyanagar, Bhandara, Gadchiroli, Hingoli, Jalna, Mumbai, Nashik, Parbhani, Satara, Palghar, Ratnagiri, and Wardha, aiming to modernize healthcare delivery at the tertiary level.
According to information, a key component of the initiative is human resource development through the Indo-Japan Academic Exchange Programme, which will focus on improving hospital management and administrative capacity. Officials noted that the overarching goal is to make quality healthcare more accessible and affordable for citizens.In a parallel move, the cabinet approved sweeping recruitment reforms aligned with the state’s “Viksit Maharashtra 2047” vision. The number of cadres under the Maharashtra Public Service Commission will rise to 102, with 18 new services and 93 additional cadres included under a revamped combined examination framework.
Providing relief to fresh graduates, the government has decided to largely eliminate mandatory prior work experience for direct recruitment. To further streamline hiring, a “No Interview Policy” will be implemented for non-gazetted Group-B and Group-C posts, ensuring faster and more transparent selection processes.Taking cues from the Union Public Service Commission’s “Pratibha Setu,” the state will introduce a similar portal to share data of candidates who reached the interview stage but were not selected, helping connect them with public and private sector employers.The cabinet also identified outdated roles as “dying cadres” and emphasized the creation of new positions requiring expertise in emerging fields such as Artificial Intelligence. To modernize verification processes, DigiLocker will be used for instant, paperless validation of educational and caste certificates.The dual focus on healthcare strengthening and recruitment reform signals Maharashtra’s broader push toward institutional modernization and inclusive development.
