India’s 1st monthly job data shows 5.1% unemployment rate in April

India’s unemployment rate stood at 5.1% in April 2025, according to the first-ever monthly release of job data by the Ministry of Statistics and Programme Implementation (MoSPI) on Thursday. The data, part of the revamped Periodic Labour Force Survey (PLFS), marks a shift toward real-time monitoring of labour market trends, a move aimed at improving policy responsiveness and economic planning.
Until now, job statistics were available only on quarterly and annual bases, limiting timely insights into employment conditions. The latest figures, based on the Current Weekly Status (CWS) approach, provide a snapshot of employment and unemployment within the week preceding the survey.
 Key Highlights from April 2025 PLFS:
•Overall unemployment rate: 5.1% for persons of all ages
•Male unemployment: 5.2%
•Female unemployment: 5.0%
•Youth unemployment (15-29 age group): 13.8%
oFor men: 13.6% (urban: 15%, rural: 13%)
oFor women: 14.4% (urban: 23.7%, rural: 10.7%)
•Urban unemployment rate: 17.2%
•Rural unemployment rate: 12.3%
The high joblessness in urban areas and among young women underlines structural challenges in India’s labour market, particularly for new entrants and female workers in metropolitan regions.
Labour Force Participation and Work Status
The Labour Force Participation Rate (LFPR) for people aged 15 years and above was 55.6% in April 2025. Rural participation remained stronger at 58.0%, while the urban figure lagged at 50.7%.
•Male LFPR:
-Rural: 79.0%
-Urban: 75.3%
•Female LFPR:
-Rural: 38.2%
Meanwhile, the Worker Population Ratio (WPR)—the proportion of employed persons in the population—was 52.8% overall. Rural India again led with a WPR of 55.4%, while urban areas recorded 47.4%.
Among females aged 15 years and above, WPR was:
•Rural: 36.8%
•Urban: 23.5%
•National average: 32.5%
Enhanced Data Collection and Coverage
To support higher- frequency job market analysis, MoSPI revamped the PLFS sampling methodology from January 2025.
In April alone, 7,511 primary sampling units were surveyed, covering:
•89,434 households
-Rural: 49,323
-Urban: 40,111
•3,80,838 individuals
-Rural: 2,17,483
-Urban: 1,63,355
The ministry stated that the move to monthly reporting would offer timely, granular insights into employment patterns, helping policymakers address labour market gaps more effectively.
